Abstract

Den här uppsatsen undersöker innehållet i en offentlig debatt om synen på en allmän plats och vilka som kommer till tals i en sådan debatt. Uppsatsen har i syfte att undersöka detta analyserat debatten som kantat planprocessen för Slussen i Stockholm.
Med underlag i 252 artiklar om Slussens utformning och planprocess, hämtade från de fyra stora rikstäckande dagstidningarna med säte i Stockholm sedan 2009, har jag kategoriserat innehållet i debatten till åtta diskurser/synsätt som direkt eller indirekt berört en värdering av vad Slussen är eller bör vara för typ av plats: Regionsperspektivet, Tillväxtdiskursen, Infrastrukturdiskursen, Kulturhistoriska diskursen, Utsiktsdiskursen, Mötesplatskriteriet, Klimathotsdiskursen samt Förfalldiskursen.
En kvantitativ analys av debatten som presenteras i uppsatsen visar att Utsiktsdiskursen och Infrastrukturdiskursen varit de mest frekventa (39 respektive 34 procent av artiklarna behandlade dessa). De flesta artikelförfattare, 32 procent, som gett utryck för någon av diskursen/synsätten har gjort det i egenskap av Sakkunniga inom området (exempelvis arkitekter, kulturhistoriker och samhällsplanerare).
69 procent av aktörerna i debatten har varit män och 31 procent kvinnor. En uppskattning av aktörernas namn är att nästan ingen är av utomeuropeisk härkomst. Även åldern på en övergripande majoritet hos aktörerna uppskattas till över trettio år.
Diskussionsavsnittet tar upp de olika diskurserna/synsätten – hur de har använts och hur de förhåller sig till varandra. Exempelvis har Regionsperspektivet och Klimathotsdiskursen använts för att vidga perspektivet på platsdebatten och styra bort diskussionsfokus från platsspecifika diskurser som Utsiktdiskursen och Kulturhistoriska diskursen till regionala frågor och översvämningshot. Tillväxtdiskursen har använts av stadens politiker för att skapa legitimitet för sina förslag även om Slussen som plats har lite att göra med Stockholms befolkningsökning. Mötesplatskriteriet och Utsiktsdiskursen har stått som motpolsdiskurser då den första falangen förespråkat en plats för rekreation, vistelse och möten och därmed satt likhetstecken med en större grad av stadsmässighet med fler byggnader medan den senare diskursens förespråkare velat slå vakt om Slussens öppna vyer till varje pris. Förespråkarna för Infrastrukturdiskursen som förvisso är en platsspecifik diskurs har sett Slussen mer som en funktion än en plats. Förfalldiskursen har använts som en förevändning att riva och bygga nytt även om förfallet av platsen i sig inte säger något om vad Slussen bör vara för typ av plats.
Utifrån analysresultatet om aktörerna förs avslutningsvis en diskussion där jag ställer mig frågande till representativiteten i en sådan här typ av ändå omfattande platsdebatt. Givetvis är det positivt att planförslag blir föremål för allmän debatt, men efter att ha analyserat Slussen-debatten kan man ställa frågor som; hade debatten sett annorlunda ut om fördelningen på aktörerna varit en annan?
Ges för mycket auktoritet och utrymme i debatten till så kallade sakkunniga att bestämma vad och hur man diskuterar i debatten om en plats? Och således möjligheten att påverka den allmänna bilden av våra allmänna platser, när dessa personer syn på allmänna platser rimligen har samma värderingsstyrda grunder som andra aktörers?

This paper examines the content of a public debate concerning the image of a public space and who gets to participate in such debate. For the purpose of making such examination, this paper analyses the public debate concerning the planning process of Slussen in Stockholm.
Based on 252 articles from the largest four national daily papers based in Stockholm, relating to the re-development process of Slussen since 2009, this paper categorizes the content of the debate into eight discourses/perspectives which portray an image of what type of place Slussen is or should be: the Regional perpective, the Growth discourse, the Infrastructure discourse, the Cultural heritage discourse, the View discourse, the Meeting point criteria, the Climate discourse and the Decline discourse.
A quantitative analysis of the debate shows that the View and Infrastructure discourses have been the most prevalent throughout the debate (39 and 34 percent of the articles reviewed contained these discourses). Most of the debate participants, 32 percent, who used any of the discourses has done so in the capacity of an Expert (e.g. architects, cultural heritage experts and community planners).
69 percent of the debate participants were male and 31 percent women. An assessment based on the participant names suggests that almost none of the participant has a non-European background. Also, an overwhelming majority of the participants is estimated to be above 30 years old.
The discussion part of this paper discusses the eight discourses/persectives – how they are used and how they correspond to one another. For example, the Regional perspective and the Climate discourse have both been used to expand the point of view of the debate and to steer away from more space specific discourses such as the View and Cultural heritage discourses to include regional issues and flooding threats. The Growth discourse has been used by the city’s politicians when creating legitimacy for their proposals, albeit Slussen as a place has little to do with the population growth of Stockholm. The Meeting place criteria and View discourse have served as two competing discourses as the participants representing the former have argued for a place of recreation and socialization with a higher grade of urbanism with more buildings whiles the latter group have argued for the preservations of Slussen’s views at all costs. The participants representing the Infra structure discourse, which however is a space specific discourse, have seen Slussen more as a matter of function rather than an actual place. The Decline discourse has been used as a pretense for demolition and rebuilding although the decline of the place itself does not correspond to an image of what sort of place Slussen ought to be.
From the results of the analysis on the participants, a final discussion is held where I question the representativeness of the debate. Obviously public debate over a planning process is indeed a good thing. However after having analyzed the Slussen debate, one may question whether the debate would have concerned other topics in case the ratio of the participants had been another? Is too much merit given to Experts in public debates to define the image of our public spaces? By giving Experts the opportunity to decide the content of the debate they are also given the power to define the image of public spaces to a great extent, when such persons images of public spaces are as much value based as any other participants.
