Abstract

Målet med denna uppsats är att studera hur regleringen kring användningen av offentliga rum påverkar tillgängligheten till offentliga rum för uteliggare i den svenska och den nordamerikanska kontexten. Jag undersöker och diskuterar hur en ökande reglering och övervakning påverkar uteliggare i stadens offentliga rum samt vilka skäl som tas upp för att driva ut dem. Arbetet lyfter också upp vilka strategier som finns i Sverige och Nordamerika för att driva bort uteliggare från de offentliga rummen i staden och på vilket sätt strategierna skiljer sig åt.
Undersökningen av de offentliga rummen i staden, görs med utgångspunkt från uteliggares situation eftersom det ställer frågan om vem de offentliga rummen är till för på sin spets. Vem det offentliga rummet är tillgängligt för är en fråga jag tycker är både viktig och intressant.
Uppsatsens ämne och frågeställningar är intressanta för mig som landskapsarkitekt då landskapsarkitekten för det första måste förhålla sig till den regleringen kring de offentliga rummen som finns och för det andra planerar och utformar stadens offentliga rum. Landskapsarkitekter är alltså både påverkade av de strategier som finns för att exkludera uteliggare från allmänna platser och påverkar, genom sin yrkesroll, uteliggarnas situation.
Genom litteraturstudier av den svenska och den nordamerikanska kontexten och en
lagtextstudie av svenska lagar försökte jag finna svar på mina frågeställningar och förstå de strategier som används för att hantera uteliggare i stadens offentliga rum.
Resultatet av studien visar på hur uteliggare i både Nordamerika och Sverige drivs bort från de offentliga rummen och osynliggörs för att städerna ska uppfattas som städade och locka turister och investerare. Genom ökande reglering och övervakning försvåras uteliggares liv i de offentliga rummen. Strategierna som används är olika i de båda kontexterna. I Nordamerika förbjuds och kriminaliseras många av de beteenden som är typiska hos uteliggare genom reglering. I Sverige däremot används främst övervakning, utformning av de offentliga rummen och opinionsbildning kring de offentliga rummen för att styra bort uteliggarna.

The aim of this paper is to study how the regulation of the use of public space affects the accessibility of public spaces for homeless people in the Swedish and the North American context. I study and discuss how increasing regulation and supervision affects homeless people in public spaces as well as the motives to expel them. The work also points out what strategies are used in Sweden and North America to drive away the homeless from public spaces in the city and how the strategies differ.
The study of public spaces in the city, is based on the situation for homeless people as it poses the question of who the public space is for. Who the public space is available for is a question I think is both important and interesting.
The thesis topic and issues were interesting to me as a landscape architect since the landscape architect firstly has to relate to the regulation on the public spaces available and secondly, since they are planning and designing the city's public spaces. Landscape architects are thus both influenced by the strategies available to exclude the homeless from public places and they influence, through their profession, the situation of homeless people.
Through literature studies of the Swedish and North American context and a legal text
study of Swedish laws, I tried to find answers to my questions and understand the strategies used to deal with homeless people in public spaces.
The results of the study show how homeless people in both North America and Sweden are driven away from the public rooms and made invisible for the cities to be perceived as clean and attract tourists and investors. By the increasing regulation and monitoring homeless people’s lives in the public space become more difficult. The strategies used are different in the two contexts. In North America, it is done by forbidding and criminalizing many of the behaviors that are typical of the homeless through regulation. In Sweden, however, homeless people are diverted mainly by surveillance, the design of public spaces and by creating public opinion around the public spaces.
