Abstract

Idag är det nästan femtio år sedan byggsatsningen som kom att kallas miljonprogrammet genomfördes. Alltsedan dess har stark kritik riktats mot de miljöer som skapades och ett flertal försök att förbättra dessa områden har genomförts. Kritiken finns dock till stor del kvar. I Stockholm sker idag nya förnyelsesatsningar av miljonprogramsområden, men i en mer omfattande grad. Ett av dessa projektet är Järvalyftet, som berör sex stadsdelar nordväst om Stockholm. Syftet med uppsatsen är att genom en fallstudie av Husby – en av dessa stadsdelar – undersöka hur man idag behandlar utemiljön där förnyelse av miljonprogramsområden sker. Uppsatsen redogör för vilka orsaker som finns till
förnyelse, vilken hänsyn som tas till den ursprungliga miljön samt om förnyelsen ser till brukarnas behov och åsikter. Uppsaten tar även upp relevanta bakgrundsteorier. Dessa innefattar miljonprogrammets planeringsideologier och
dess utpekade fysiska brister, samt teorier om hur en god utemiljö bör utformas, kategoriserat i offentlig miljö respektive gårdsmiljö. I resultatet av fallstudien
framgick att den fysiska förnyelsen i Husby fortfarande bara är i startfasen. Av den förnyelse som skett dras slutsatsen att utemiljön prioriteras högt och ges omsorg, men det går inte att veta huruvida detta kommer att fortskrida genom hela förnyelseprocessen. Kring det framtida förnyelsearbetet kan endast spekulationer göras. Till exempel diskuteras huruvida allt för radikala
förändringar och bristande medborgardialog kan komma att komplicera det framtida förnyelsearbetet och påverka dess resultat eller inte.

Nearly fifty years have passed since the large housing programme, known as the Million Programme, took place. Ever since its realisation, strong criticism has been directed against the outdoor environments created. Several attempts to improve the environments have been done, but criticism partly remains. Extensive renewal efforts are taking place today in Stockholm, in Million Programme areas. The most current of these projects is Järvalyftet, which will
extend over a long period of time. The purpose of this thesis is to examine how the outdoor environment is regarded in the renewal of the Million Programme areas today. Interesting questions to explore are the motives for renewal, how the results compare to the original environment, and if the needs and opinions of the residents are considered. A case study was done in Husby, one of the districts within Järvalyftet. The thesis also covers relevant background theories, including the planning ideologies and their claimed flaws as well as design theories of creating a good outdoor environment, both in public space and residential areas.
The case study shows that the renewal process has only begun. Based on the work that has been done so far, the conclusion is that the outdoor environment is
highly prioritised. Whether the renewal work will proceed in this way throughout the whole project is difficult to predict, only speculations can be made. One example of the questions raised is whether too radical changes and insufficient dialogues with the residents may complicate the future renewal process and affect the result.
