Abstract

Det här är en studie kring ämnet flexibel utformning av offentliga rum, och ett förslag på hur Båstads hamnområde skulle kunna utvecklas till en plats som på ett mer tillfredsställande sätt kan användas året runt. Idag är hamnen en plats som präglas av några månader med intensivt liv och mycket rörelse under sommaren, för att sedan bli en tom och oanvänd plats vintertid. Förslaget har föregåtts av analyser, både under vinter och sommar, av hamnens rumslighet, aktivitet, rörelse och attraktioner, en litteraturstudie kring ämnet flexibel utformning av offentliga rum, samt två studiebesök på mindre orter i Sverige som kämpar med en liknande problematik. Förslaget har också föregåtts av en inventering av området, samtal med tjänstemän på Båstads kommun och näringsidkare i hamnen samt studier av tidigare planprogram och planer för hamnen framtaget av kommunen. Med utgångspunkt i resultaten av analyserna och med inspiration från litteraturstudien och studiebesöken har jag tagit fram ett förslag på hur Båstads hamnområde skulle kunna utvecklas, göras mer flexibelt och
därav mer användbart hela året.

Syftet och centrala frågeställningar i arbetet är vilka faktorer och förutsättningar som avgör om och hur offentliga rum tas i anspråk, hur offentliga rum kan göras mer flexibla och varför detta är önskvärt, samt hur man som planerare på olika sätt kan arbeta med flexibilitet.
Idén till denna studie kom från planavdelningen i Båstads kommun där man under en längre tid har sett de problem som den ökande befolkningen på sommaren har på hamnområdet, och hur utformningen av hamnen hittills kretsat kring att ta hand om detta problem, medan den övriga tiden på året inte nämnvärt integrerats i detta arbete. Båstads position som sommarstad är ingenting man vill ändra på, men man önskar ett hamnområde som har möjligheten att både ackomodera sommarens alla besökare och samtidigt vara en attraktiv plats att besöka resten av året.

This is a study around the subject flexible planning of public space, and a planning proposal on how the harbour area of Båstad could develop into a place that in a more satisfying way can be used all year round. Today, the harbour is a place featured by a few months of intense life and movement during the summer, to then become an empty an unused place in the winter. The proposal has been preceded by analysis, both during the winter and summer of the harbour ́s spatiality, activity, movement and attractions, a literature study around the subject flexible planning of public space and two visits to smaller cities in Sweden that tackle similar problems.
The proposal has also been preceded by an inventory of the harbour area, dialogues with the staff at Båstad municipality and traders in the harbour, along with studies of prevoius gathered material and planning programs of the harbour made by the municipality. With a starting point in the results of the analysis and with inspiration from the literature study and the visits, I have developed a proposal on how the harbour area of Båstad could unfold, become more flexible and therefore more versatile and usable throughout the year. The intention and central questions in this study are what factors and conditions that determine if and how public space is appropriated, how public space can be made more flexible and why this is desirable, and also how you as a planner can work with flexibility.
The idea of this study was brought up by the planning department at Båstad municipality, where the staff for quite a long period of time have acknowledged the problems that the increase in population during the summer has on the harbour area, and how the development of the harbour so far has revolved around this problem while the situation during the rest of the year has not significantly been a part this work. Båstad’s position as a summercity is not something the municipality wishes to change, but there is a wish to develop a proposal for a harbour that both has the possibility to accomododate all the people that wish to visit it in the summer at the same time as it is an attractive place to visit all the year.
